As far as how to use layers and all that, two months ago I was an utter and complete newby with photo editing software (though I will admit I have degree in IT so that may affect how easy it was to learn). But it's probably one of the cheapest ones out there at ~$60 (which is one of the reasons I chose it :P).

I'll repeat a few things i said to ratta about tablets though first rule is ~~do not talk about fight club~~ don't buy trust tablets. though when i first started digital art i used paint tool sai which is really super easy to get into if you're just starting out (though now that i've switched to photoshop, i don't even remember how i could use sai in the first place!) I'm currently using photoshop CS5 with a wacom bamboo tablet.
